Advice flattening paper backed veneer

I have a some salvage of paper backed teak veneer that was stored in a roll. I want to use this, can't seem to flatten it out! Tried a light spray with water, then dried between slabs in the flat. Nope, just ruined the lamination between paper and veneer. Tried just flatten and weight, no, the curl seems to be too resilient. What works?
 
I have no idea. I have always completely avoided paper backed veneer.
