I ended up contacting Ocooch about the damage, because the totality of the damage is just a bit much and very out of character for Ocooch. I only requested that they replace the 2 boards with the large abrasions/gouges, since they are the biggest problem for me. They actually gave me pushback about it. Initially, they weren't even able to see the photos I sent but still claimed that since I ordered rough cut lumber I should be able to plane away the punctures, the embedded bolt, deep abrasions and sticker marks. They said I can send the boards back and order S2S instead. They were kinda being d!cks about it to be honest, which I cannot understand considering its $20 worth of cheap domestic wood and Ive given them nearly $4k in orders in under 2 years. I got a similar attitude from them with my last order too.
I replied reiterating that the damage is deep enough that a surfaced board is unlikely to hit 3/4" and that I was specifically looking to maximize thickness which is why I selected rough instead of S2S. I also explained that it being rough cut doesn't mean they can just ship off damaged lumber. The bug holes and knots are a natural feature that's to be expected. Bolts embedded in the wood and forklift gouges are not normal and really shouldn't be tolerated in a low volume consumer order like this. Anticipated waste is measured in "board-feet" not "boards" when you order a small quantity.
Anyway, they just replied again saying that they are now able to see the photos and agree the gouges are deep. They still only offered a single 6x47 board as a replacement, which doesn't technically make up for the 2 boards that are the worst off. But I didn't want to argue anymore, so I just accepted that offer. The one board has a tapered abrasion, so I will still probably be able to use half of that one after surfacing. I guess ill just cross my fingers that the ugly sticker mark doesn't go too deep.
