I am looking to get a decal printed,
It is about 21 5/8 x 41 3/4
Here is the flag

Problem is the largest decal sheet I know of is 11" by 17" so you would have to print maybe 3 strips for the lower 6 strips 1 or 2 for the star field and 1 or 2 for the upper 7 strips and then piece it together. I don't have a printer that will do 11 by 17. Maybe talk to someone at a local print shop or Kinkos.

Another thought would be to have it printed on roll paper and the clue it on and Mod Podge over the top before applying final finish.

You could get it painted on in acrylic. Acrylics have a great look to me. I have seen a flag painted in acrylic before but granted not with the aged look like that. You could also get that print screened onto parchment paper. A one-off paper screen would probably cost a lot but probably less than what an artist would charge to paint it. Here's an acrylic I pulled of GI - just picture it without the usmc globe and anchor and with actual stars (which would be difficult) ....

I suggest that you look for someone who does acrylic vehicle wrap. This would be considered a "small" job for them, but the product must go on the outer surface, (like the wrap advertisement on a truck or car). unlike decals that are made to go on the inner surface of glass.

Printing it on vinyl would be simple for a sign shop or the like. The problem with that is your picture is very low resolution for a print that size - it would only be ~95dpi at the dimensions you gave. Minimum acceptable quality where I work is 150dpi, and even that's pushing the limit - you can see pixels fairly easily (if you're close enough) at 150dpi. We do stuff like this every day - and much larger, too. I would suggest looking for a local sign shop and seeing what they think about it.

Or...hows about getting an actual flag and shellacing it to the face of the box?
