How are these serial numbers put into the wood surface? Is this etching? And can this be done after a finish is put on the wood?

Most likely a pressed punch similar to the steel stamps used to stamp custom lettering on metal work. You could likely use a simple press with single number stamps.
You can use after a finish but likely need to touch up the finish in the numbers area due to surface cracking and simple wood movement.

Could also be engraved with a cnc ...etching is a chemical process usually done on glass and metal.
