There's some very paranoid people running around loose, and some of them work for various police forces and government agencies. This is what happens when all you know how to do, or are allowed to do, is play defense; and play it poorly.

I haven't read a single thing about the details on that, only watched the video but here's my take:

• Bomb squads in major cities have mobile x-ray machines
• Occasionally bomb squads in major cities choose to blow up suitcases anyway for OJT for newer members of their squad and to justify their expensive toys
• And oh yeah it's a lot more fun to blow stuff up even when they know there's probably no bomb in it
